DRAYTON CITY COUNCIL REGULAR MEETING
MONDAY, AUGUST 12, 2019

6:30pm: REVIEW BILLS by Finance/Audit Committee

1. WELCOME AND ROLL CALL
Mayor Olson called the meeting to order at 7:00 pm with members Passa, VanCamp, Schuster, Woinarowicz, Larson present, Grundstrom absent
Also, Present: Perry DeGeldere, Grace Puppe, Deputy Ian Mattice, Moore Engineering

2. PUBLIC COMMENTS
2.1 Genefay Pokrzywinski – Community Center Fundraisers – The Boosters would like to help raise money for the Community Center. They are still in the preliminary planning stages but are thinking Sunday night family bingo with concessions. These events would be at the community center and plan to reach out to the other fundraising groups to help sponsor the nights. A portion of the profits would go straight to the community center and whoever hosts that night would get a percentage.

2.2 Moore Engineering – Discussed the cost of televising the sewer.

3. PUBLIC WORKS DEPARTMENT REPORT
The water treatment plant passed state inspection, with some improvement that need to be made. The sludge valve was fixed and need to replace a pump in the backwash pit. The street sweeper was repaired. Spraying for mosquitos twice a week. Larson to look at costs of replacing culvert. Motion Schuster, second Woinarowicz to purchase the lift station pump for $17,475.00 and backwash pit pump for $4,400.00. Motion carried unanimously. Motion Woinarowicz, second VanCamp to purchase a new pressure washer for $2,600. Motion carried unanimously.

3.1 Water usage report was reviewed.
Mayor Olson to talk with Matt Vold about the golf course water usage.

4. POLICE DEPARTMENT REPORT
Officer Mattice presented the council a written report on the Police Department’s July activities including: 1 citation and 11 warnings written into Municipal Court; 30 calls for service; 2 arrests; 17 assists; and 16 papers served; 58 junk ordinances and 8 grass ordinances. Ordered new tires for the squad car. Schuster brought up concerns of ATVs speeding down alleys and golf carts with kids only on it over the passenger capacity. Discussion of only having one officer. There are 7 applicants willing to apply. The police committee would like to review the applicants. The council will attend the County Commission meeting on the 3rd to discuss budget costs of the police force.

5. MUNICIPAL COURT REPORT
Puppe presented the written Municipal Court report for July, showing a total of $0.00 in collected fines with $0.00 being submitted to the City.

6. AIRPORT AUTHORITY REPORT
Puppe presented the written Airport Authority revenue and expenditure report for July.

7. AUDITOR REPORT
7.1 Building Permits – Motion Woinarowicz, second VanCamp to approve building permits. Motion carried unanimously.
7.2 Deferred Comp – A motion was made by Woinarowicz for City of Drayton to affirm to North Dakota Public Employees Retirement System that City of Drayton is formed pursuant to N.D.C.C. 54-52.2 and is neither a non-profit corporation nor a for-profit corporation, to join the NDPERS Deferred Compensation Plan and offer the plan to all eligible employees of the City of Drayton. The motion was seconded by Schuster. The Council approved joining the NDPERS Deferred Compensation Plan effective September 2019.
7.3 Quick Claim Deed – Motion Woinarowicz, second Passa to approve the payment of $220 for the transfer of property to the City. Motion carried unanimously.
7.4 Preliminary Budget Review – Motion Schuster, second Larson to submit the budget to the county with 90 mill levy on the general fund. Motion carried unanimously.
7.5 Miscellaneous AE2S reviewed the site plans and plat for Love’s providing comments to the City for review to be submitted back to Love’s.

8. FINANCIAL REPORTS
Fund Summaries Motion by Woinarowicz, second by Passa to approve the July financial reports and fund summaries as presented. Motion carried unanimously.

9. APPROVE MINUTES AND BILLS
Minutes Motion by Schuster, second by VanCamp to approve minutes from council meetings on July 8 & July 30, 2019 Motion carried unanimously.
Vendor List/Bills Motion by Woinarowicz, second by Passa to authorize payment of presented bills. Motion Carried Unanimously.

10. MAYOR AND COUNCIL MEMBER COMMENTS
Would like to send out thank you letters to those who have provided donations to the city.
